beltway causing major delays. you need to stay to the right to get by and if you're planning to head here, the equipment still on the scene. arrow board has been set up. a tight squeeze to the right. you know what that does to traffic. in fact, let's go to our next camera shot. i can show you the delays on the traffic land cam camera if we can go to that you have delays from at least georgia avenue as you head westbound on the beltway toward connecticut avenue. and that's growing quickly. jammed there on the beltway north of town. so keep that in mind for your travel plans. on the northbound side of i-95, you have delays coming up towards spring field. that's because of an earlier accident. a little further south from this in lorton that was in the hov lanes. now everyone is moving upstream so a lot of slow traffic on this interstate as well. some problems on metro's yellow line, switch problems have caused delays from huntington to mount vernon as well. so delays on metro's yellow line because of that. i'll be brack with all you need to know -- be back with all you

need to know in a few minutes. >> thank you, monika. we've been following a developing story out of adelphi, maryland all morning long. >> police have an apartment complex surrounded there. they've been dloo throughout the night -- been there throughout the night. delia goncalves is on the scene. good morning. >> reporter: good morning. i can tell threw have been some major developments, activity that's been happening in the last couple of minutes. still earn certain if this barricade situation has come to an end. we're still trying to get a hold of corporal maria mckinnie who was here to get some more clarification. a moment ago we saw an ambulance speeding off heading toward new hampshire avenue. you can see some movement with the s.w.a.t. teams, crews that are here. we'll get some more clarification as to whether or not this barricade situation has now come to an end. it started at 10:30 last night soon after prince george's county police and the u.s. marshal tried to issue and serve an arrest warrant. the suspect we're told -- let's

take a look at some video we shot a short time ago. the suspect was armed inside of the avery park apartment, hold up inside an apartment. buff the neighbors we're told are safe. everyone in the immediate area was evacuated although we don't have an exact number. the suspect alone in the apartment. there was never a hostage situation. corporal maria mckinnie, she had some advice for neighbors, many of them who are waking up this morning who are talking to us, confused about what is happening here, trying to get out of the neighborhood. she has some advice for those residents. let's listen to what she had to say. >> the recommendation that we give at this time is to just continue on about their day, just let them know that the situation is under control and we have officers on the scene who are negotiate -- who are negotiating with the suspect. >> reporter: again you can see outside the avery apartments in adelphi. you can see a police cruiser pulling away. a lot of activity.

carolina. doctors do expect former president george h. w. bush to be available to celebrate the holidays at home now. he's been in the hospital. 88-year-old former president is being treated for a bronchitis- related cough right now. some sad news this morning. the world's oldest woman has died. just weeks after officially getting the title. she passed away monday at an iowa retirement center at 115 years old. she was born april 4, 1897 and came to des moines from italy in 1920. telling the story of a remarkable institution, the images of america book series is telling the story of industrial bank, the first black owned bank to open in d.c. in 1934. one of the authors of the book doyle mitchell, jr. is joining me this morning to talk about the book and his family business that's still going strong after 79 years. doyle, thank you very much for getting up early and being here with us. the slogan ever the bank is getting -- of the bank is getting it done since 19 3w4.

this causes -- 1934. this was not an easy time. this was right after the biggest bank collapse during the great depression. but your grandfather jesse mitchell, he was determined. give a blacks a bank they could trust. >> there were others involved, too. there were eight african- american business men that worked along with him. it was really a community effort because the community, there was 300 or 400 shareholders that came together and bought shares, pulled together their five and their ten and $15 and helped open the bank. >> what's amazing is in telling this story and the images of america talks about the various neighborhoods in this community that the bank started out with the one branch, six employees, about $159,000 and $192,000 in assets. now five locations. so many more employees. >> eight. >> eight locations and hundreds of millions of dollars in assets. >> we're about $360 million in

total assets. we have about 130 employees. >> how did you survive this latest economic downturn? >> i think we learned a lot of lessons along the way. i learned a lot of lessons about lending money from my father and my sister and i, we continued on those practices. so we probably went into the recession about as well as you could. >> the thing about it is you staying solvent was also very important for a lot of black owned businesses in the washington, d.c. area, getting the loan, the credit, the support to keep their doors open, too. >> community banks all over the country means so much for their communities. we make up 40% of small business loans. you know the impact on the economy. so it's very important that banks like ours stay in business and thrive. >> doyle, are you paying attention to the fiscal cliff? is it going to have an impact

if they don't do something on smaller banks, on the community in general? >> it's going to have an impact on all of us certainly. something has to be done about the national debt and we're all going to have to kind of tighten up and pay a little bit. >> we say this is a family- owned business. you co-wrote the book with your sister patricia who is an executive in the bank as well. was there any doubt that you would go into banking, the business your grandfather and father started and continued? >> kind of. my mother was a music teacher and i love music, but i also like architecture. so i went to rutgers, i was undecided as to a major. i wasn't quite sure till i took a few business classes. >> what about the next generation? >> we'll see. i want my children to do what they want to do in life but it would be nice. they're going to have to be owners. at least they will have some involvement in the bank. >> it's a wonderful book, easy

to read. what's really neat about it is the photographs that tell the story from the beginning. >> has some great pictures in it. we went through 2,000 pictures to get the ones that are in there. there are about 230 pictures in there. several of them i hadn't even seen. >>it's a wonderful testament to the resilience of your family and keeping things going and it's the images of american industrial bank series. it's the family that stayed together and kept washington together. >> it's a story about people, how people came together to help start the bank and people that we've helped along the way. and our employees. the same story today. we have some great people over there. >> doyle mitchell, jr., thank you very much. continued success in the new year. >> thank you, too. winter, three days away thereabouts. >> friday morning. the solstice. >> the cold will be ushered in with it. >> almost on schedule. it will get sharply colder

saturday, sunday, monday. things are changing. we're near 50 now. we'll be in the upper 50s this afternoon. breezy today. that will be the biggest weather story, not the fog. the bus stop forecast, don't have the breeze yet. we have a little fog in a couple of spots. most areas doing fine. partly sunny. low 40s to low 50s with sunrise at 7:22. fog i'm talking about is in western maryland and cumberland. also out to our south and west toward culpeper. in southeastern pennsylvania, extreme northeastern maryland, visibilities there are in some places a quarter mile or less. today sunshine mixing with clouds, especially this morning. more sun this afternoon. we'll be in the mid- to upper 50s for highs but becoming quite breezy. winds at times will gust 20, 25 miles an hour from the west and northwest. this disturbance is coming across the region mainly in west virginia now. most of what you see here will likely get wrong out in the mountains -- wrung out in the mountains but we'll get a few clouds, maybe a sprinkle or two east of the state line in the

shenandoah valley in a little while. a slim chance one of those gets toward the metro. 38 for sterling and centreville. haymarket vur a 44. -- haymarket you have a 44. a little milder still southeastern, southern prince george's county. we've got low 50s, 53 in upper marlboro and here in washington on our michael & son weather camera, good visibility and just a couple of clouds out there now reporting partly cloudy skies at reagan national. 49, down to 47 with a dew point and south wind at 7 miles an hour. if your joints get sensitive and achy due to the pressure changes there have been big ones coming. the storm came, dropped the barometer. the barometer is rising quickly. maybe you're feeling it in your bones. here's the disturbance i was just showing you coming through the ohio valley producing the showers in the mountains. a few clouds and a stray sprinkle can't be ruled out here. i think most of us will be dry today. when we look at the futurecast, you'll see the mountains getting the rain showers but little if any of that actually

making it east of the ridge stops. the ridge stops with the cold air moving in could even be wet snow showers mixing in and that stray sprinkle. that's about it. tomorrow we'll get rid of the wind. it's really going to be a wise wednesday around here before a colder weekend. 57, breezy this afternoon. going to hit the high around lunch time or so with a mix of sun and clouds. tonight we're dipping into the 30s. tomorrow very nice day, 54, lighter wind. then a yellow alert day on thursday for the afternoon showers because that could certainly slow down your commute home on thursday afternoon. still mild at 53 but colder by friday with a high of 44 with a passing shower or flurry. then blustery this weekend. the ravens are home. that's why they're on the seven- day. they have a high of 43. skins up in philly are only going to be around 40. let's check in with monika samtani here at 6:19. she's got timesaver traffic. an update on the outer loop in montgomery county. a multivehicle accident is what we're talking about on the outer loop after connecticut avenue.

i was just looking at the cameras. everything was just cleared out of the road. look at all the red behind me. the damage is double. we'll start off with a live look -- is done. we'll start off with a live look. the lanes are open on the utter loop after connecticut avenue. you see a few flashing lives left over on the shoulder -- lights left over on the shoulder. further on the east side of the beltway here in college park, it's fine. brake lights begin at new hampshire avenue. it's essentially jammed from that point through silver spring heading for connecticut avenue. now the pace is beginning to improve. let's go back over to our maps, this time to the inbound side of i-66. there's an accident right here after the fairfax county parkway. two center lanes are blocked. it's already very heavy getting through that area. the pace improves right after the accident where the lanes open up. we'll also take a live look at the northbound side of i-95. heavy and steady through springfield trying to get on to 395 and up into landmark. i'll be back with more traffic coming up at 6:25. back to you, andrea and mike.

shots were fired and that the weapon has been recovered. police are not telling us much more but take a look at the scene. you can see it's clearing now at this point. the area around the avery park apartments reopened to traffic. you can see that some morning commuters are heading for work. residents who were evacuated from their homes are now beginning to return to their homes. police, though, still investigating. we know this started around 10:30 last night. this suspect hold up in that apartment for more than seven hours. it started at 10:30 when police were trying to serve an arrest warrant. not much detail but we can tell residents that this situation has come to a peaceful end. back to you. >> one question before you go. have they given you any indication on whether or not they're going to release information later this morning? have they set a time for a news conference or haven't even said that? >> reporter: they haven't said that. we asked several questions whether the suspect is a male or female, if the suspect livers inside the home.

still -- lives insides the home. still a lot of unanswered questions. we'll stay on top of police and send you that information as soon as we get it. >> thanks, delia, live in adelphi, maryland this morning. continuing our top news story, the children of newtown, connecticut will be going back to school today, all except for the sandy hook elementary school students. the first two funerals for children killed in the shootings were held monday. there will be two hor funerals -- more funerals today. friends and family said goodbye to noah pozner and jack pinto. jack's family said he was a huge giants fan. he was buried in the jersey of his favorite player victor cruz. noah was described as smart, gentle and rambunctious. his best friend was his twin sister who survived the shooting. she was in another classroom. >> you try to find some words you hope will be adequate knowing they'll be inadequate and you see little coffins and your heart has to ache. >> president obama met with some of his cabinet members monday to talk about what can

be done to protect americans from mass shootings, including new gun control laws. it is possible the president could enact some gun rules through executive orders. however, some changes would require congressional help. it's just about the magazines. everybody keeps talking about how you can have so many bullets in one magazine. >> rapid fire, just keep going, going, going. >> i think it's interesting more and more like senator mark warner and the other gentleman from west virginia are talking about they have an a+ rating from the nra yet they say we're talking about children here and time to change. >> exactly. then you have others on the other side who say the answer may have been to arm the teachers. it's not the wild west. if you arm the teaches are, they still would have to lock up the guns. >> because you have students in the school. how are you going to get to a weapon quickly enough. >> that's probably not itself best solution at all-- >> not the best solution at all. many of us are talking about gun control after what

happened. that usually is the case and has an immediate impact on gun sales. suddenly the stores have more than they can handle. the owner of a one store explain it is this way. >> what you're seeing today is the very fact that the american people fear that their government is going to prohibit them from doing what is currently lawful and legal. and their response to that is to do what's lawful and legal and purchase what they can purchase. >> at the gun center, semiautomatic assault style rifles were very popular despite the price tag, some of them more than $4600. in maryland these rifles are cash and carry meaning you can buy one with a basic instant background check. no waiting period. wall mart has pulled the bushmaster patrolman's car buying m4a3 weapon from its website. google's searching of bass pro shops and dick's sporting goods also found they appeared to

have pulled the bushmasher 223 caliber from their online stores. the u.s. postal service has created an outlet taking calls for days from people wanting to send letters and packages and drawings from children from around the nation but where do they send them? monday the postal service dedicated a post office box to that town. if you would like to send your own condolences, the address is p.o. box 3700, newtown, connecticut 06470. the newtown post office is expecting an enormous amount of mail from this. in other news this morning, a story with gun violence. one man is rushed to the hospital with gunshot wounds following a home invasion in forth washington this morning. police say several armed men stormed the home near camelot way. they demanded money and jewelry. police say the homeowner was shot in the back during a

scuffle. we are told his injuries are not life-threatening. the nation's director of national intelligence plans to stay in his position next year. a senior u.s. official confirms that president obama has asked james claptory stay on for a second term. -- clapper to stay on for a second term. at 6:39, time for another your money report. >> millions of credit card customers could be on the lookout for a little do ra me. $435 million is owed in refunds to nearly six million customers. this is as a result of a government crackdown on what the government calls deceptive credit card practices. the refunds range from three bucks to $300. it should show up on your monthly statement soon. prosecutors say wall street swindler bernie madoff's brother deserves to spend ten years in prison for his role in madoff's ponzi scheme. peter madoff is scheduled to be
